School Board trustees meeting March 8th of 2022 please join me in a moment of reflection thank you please join us for the Pledge of Allegiance every night is there any one nation under God indivisible with liberty and justice for all thank you. Miss Veronica would you Rules of Engagement meanings of the Anderson Community Schools Board of Trustees are open to the public however the legal right to be present at such meetings does not include illegal right to speak or participate in such public meetings a complaint about the district including instruction discipline Personnel policy Staffing budget procedure or curriculum should be referred through proper administrative channels each speaker she'll be allowed a maximum of three minutes to address the board when you stepped to the podium you will provide your name and address for the record please refrain from spontaneous comments from the crowd those doing so will be asked to leave the room speaker shall speak directly to the issue as briefly and fully as possible presentations are to be civil and respectful public input shall not disrupt the public meeting there shall be no intimidation or personal attacks against the board members of the board School Employees or students of the district shouting loud statements threat name-calling offensive language or personal references or other improper conduct is strictly forbidden individuals engaging in inappropriate conduct will be asked to leave the meeting failure to leave may result in law enforcement intervention the board may ask questions for the purpose of clarification speakers will not address individual board members directly unless in response to a question the board has no obligation to answer questions raised during public input if needed or necessary the board neighbor for a particular question to the superintendent for him or her to research and review prior to his response to the patron the present of the board has the authority to terminate or suspend public input meeting if the rules are not followed and or set the input become redundant the speaker may not wave minutes to another speaker I get that we call this meeting to order second truck so you dr. Hill you received the agenda in your in your mailing there is nothing to add to that agenda I would recommend that you approve it as mailed Christmas in order s comments Corrections or deletions at this time hearing on since the governor's emergency order has expired we will need to do roll call voting Michelle Lee friends Bronco II thank you. also in your same mailings received the minutes of the board meeting of February 8th 2022 I recommend that you accept those Milford proving s directions to delicious at the Sun hearing on my Roku love it once again I have for me Miss Watson as Belle hi Rocco I Miss Shirley thank you thank you move onto superintendents comments I've got several things tonight couple presentations first of all we've been doing and I've got a statement that I would like to read and and part of that will I'll be asking the board for Action board after viewing the categories of employees authorized to receive the recently dispersed covid-19 and I find myself compelled to recommend several additional categories of employees I would recommend to the board the following authorize those employees and food service department paraeducator the 21st century site coordinators meet the same criteria as in the original covid-19 Hazard pay resolution that is working or in an authorized pay status on the last day of the 2021 school year and the first day of the 2122 school year and are still in waiting to pay status in the pay. Ending with the March 4th 22 payroll to receive the $3,000 covid-19 Hazard stipend source of funding on this as hers to I would ask the board for a motion allow us to pay those categories employees how much would be in order to move for approval has been made any comments or questions at this time hearing none by roll call vote Michelli I spell thank you very much I will make sure that gets done just a brief update on our upcoming Madison County more in the minority Health Coalition Advanced Academy for spring break 600 students that have signed up that's fantastic always like to see great learning activities for our kids particular coming out of the covid loss of that we've had I expect great things there got an email right before the board meeting from the Madison County Health Department while we remain officially in yellow covid status we are actually by score it back in blue so we are back in the lowest level of covid status it requires us to be to officially move to Blue to weeks of a lower status 04 blue again next week will officially move back to blue butt what's that that shows that what we've been doing with covid in the county one is worked into hopefully enough immunity is build up either through vaccine or natural immunity that we can fight off further covariance that's not to say we won't have another surge of another variant as we get into summer is summer season to fall last year we thought we were done with it and we sure weren't so we'll have to see how that goes but I thought that was good news that we're officially back unofficially back in blue officially in yellow so that's good first thing I have on my list tonight if presentations is a d 26 update mr. Jason the old is the director out there the podium is yours sir treated well thank you Doctor chronic and members of the board for having me here tonight my pleasure to get to share some of the great things going on at d26 from our staff and students so I'm just going to highlight some general information program updates and some of the things that we have upcoming for those people that are watching or hear that might not know what d26 is we are an extension of Anderson High School students learn skills about employability industry and trades their curriculum for our courses is different than a traditional High School where students sit and read in a textbook it's very Hands-On I centered around real world experiences for students and our focus is on preparing them for post-secondary opportunities whether it's if they want to go into the military if they want to get a job or if they are looking to further their education and post-secondary and get more degrees than what they can earn at the career center my Advance their career currently we serve students from all local schools it's not just Anderson High School but we serve students from all around lapel Frankton Pendleton Mount Vernon APA Daleville I have 12 different schools that come to the career center and we offer 16 different programs in those 16 different programs or 63 different class offerings and the diversity in the class offerings is mostly from The Next Level programs of study at took what you said like a welding class which was just one course and broke it in two more courses and what that does is it gives us an opportunity for the students to earn more college credits while they're in high school which is it's a great opportunity for students that also helps graduation Pathways cuz it gives them the opportunity to earn concentrator status in one year instead of two we offer 83 dual credit classes at the career center so those are 83 college credit classes that students can take while there the career center most of those are three credit hours we have some that are up to 7 or 10 hours credit hours for the class that they take at the career center last year was $152,914 and free tuition savings for the students that's how much it added up to how much that they're getting for those credits so they earn industry-recognized certifications and what those are its is a certification that the student learns can count is their graduation pathway but it also affords better opportunities for jobs or higher-paying jobs if they go onto a sale a welder who has AWS certifications who goes to get an entry-level job they're going to get paid more if they have those certifications than if they don't our total enrollment right now its 5 126 students 444 of those are Anderson High School students that's 85% of our population at the career center is Anderson High School students and we serve 48% of Anderson High School juniors and seniors so all Juniors and seniors that go to Anderson High School 48% of them are finding their way through the career center in our city school enrollment right now we have 82 sending school students that's about 15% of our student population so program updates some very cool piece of equipment that we got four and it serves many of our classes are ems class or CNA or vet or dinner or in our criminal justice classes caught it on to my table while students to you know Explorer Anatomy physiology and forensics it's it's really a neat piece of equipment that can simulate various things so it's not just anatomy and physiology can program that to say give the patient a heart attack and they can see in I'm what that does to the body and how that interacts they can also like in criminal justice that he like blunt force trauma and different things and and get to see what effect that has on the body and evaluate you know how to treat it or or how to prevent illness and things like that so very cool piece of equipment that serves lots of our classes another is a skills boss it's a piece of equipment for manufacturer manufacturer class and I'm sure that most everybody knows that a lot of Industries are going to Automation and this machine teaches kids how to maintain machines that are automated how to identify whenever the process is not working correctly it has an error how to stop it from you know causing further damage to whatever the supply line is with things like that and it gives students the experience that they need for a sock certification that says s but it's actually called the stock a certification and that's the industry-recognized certification that kids can earn from Advanced Manufacturing another one is a Sim rig is an ambulance trainer that we just got approved for that we will be getting far EMT it's basically a model of the back of an ambulance that will be at the career center for students that are in the EMT class to practice in mr. Stephenson wanted me to know though it does not send me a plate movement because when you're in the back of a ambulances are going over heels into and fast turns that's something that they won't get to simulate but it's a good start so that didn't come out and shake it while they're in there I'm upcoming we are working on establishing Early College at the career center this offers our students opportunity to earn credentials from Ivy Tech and I it's it's actually it's awesome because if they earn a certificate or a technical certificate for my VTech even as a junior in high school could walk at Ivy Tech's graduation while they're in high school or if they're graduated at the same time that they're graduating so I'm it's a fantastic opportunity hopefully as it grows and will be able to expand it we might be able to look at something like closest agree we're not there right now we're just talking about technical certificates and certificates from Ivy Tech the four programs that will be starting in the fall of 22 are the CNA program the EMT program or education program in our welding program and then another thing that we've been working on this year and developing for most of our programs are ctsos and what those are are Career and Technical student organizations and these are opportunities for students to get involved side of the normal class day their organizations where they can go to competitions locally regionally nationally and compete with other students and gives them an opportunity to be a part of their program that they're passionate about outside of the school day and that we do have a long-standing one at the career center mrs. Cato in our CNA program has ran that for for a while and Hossa one that we started up this year is in our human and Social Service pathway and I actually have some fine individuals here with me today if you want to come up and then we have some students that can come up as well they want to share about an event that they're planning and that they've developed as a class so good evening thank you we want to take this opportunity to tell you a little bit about what and what we're doing so my name is Jana Witte and I am the Human Services teacher at d26 Human Services focuses on three areas Human Services relationships and Disability Services we have an opportunity to bridge their learning with a via so which is a vocational student organization or crude technical organization and we do that with what we call FCCLA that's National Youth Organization for students who are in human services and family consumer science courses so this program we started this year is very excited ft CLA has about 160,000 members Nationwide Indiana has about 3,000 and e26 just started a new chapter part of what we do is bridge the gap between the theory and the curriculum and have real-life opportunities our students have taken it upon themselves to do a huge project for our community and tonight I brought along a steering committee it's called Safety day and our chairman Mikayla Bartlett would like to tell you about it hello my name is Mikayla Bartlett I am the chairman of the safety day of the Anderson d26 FCCLA organization are sponsoring a safety day on Saturday April 23rd from 2 to 5 p.m. the event will be held at the Anderson career center the main focus for safety day is for families to learn about safety and the resources available in the community this is the fire we would appreciate your support and promote it throughout the community our goal is for families to come to the safety day and the children have the opportunity to sit touch and interact with different safety vehicles in those who operate one of my highlights will also be having a Lifeline helicopter we will also have Community Resources for families to know where to go when they are needed help each pathway ID 26 will be a part of the day culinary will sell food they prepare cuz we're raffling off a playhouse they have made EMT and fire will have demonstrations and our Pathways will have both our funding for this event comes from a $2,000 marriage Grant written by her teacher mrs. Witte we'd appreciate your support and hope to make this an annual event can't say enough about the students they've been staying after school planning this event and other things that they do in their ctso and like I said we're looking at expanding those and adding them in more programs for next year so the last thing I want to talk about is an event that is happening this Thursday at our College and Career Fair the last career fair that we had was right before spring break and then we went virtual for a long time so we're excited to be back in person and invite our students in our community together to learn about opportunities for jobs College military whatever it is it's at there's excellent opportunities we've invited students from the Middle School all the way through Ivy Tech to come in and gauge with employers and community and service on different opportunities that are out there for them and that's from 5 to 7 in the Anderson High School gym and I so I hope to see you guys there like I said there's great opportunities and I hope if you know a high school student or middle school or college student that this could benefit please share the word so that's really all that I have the last thing I would just say is thanks again for the time and it's my I need to get to share the great things that are going on at d26 from our students and staff and thank you so have a good night mr. Neil mentioned that you know it was break some time ago before the world went crazy if you think about it was two years ago this week was our last normal week I believe it was March 19th of 2020 is when the governor shut us down so so it seems like it's been longer than beers but we got through it next to mister Peril and the Rube Goldberg team to talk about their latest and greatest accomplishment in a long line of accomplishments thank mr. chronic thank you school board for inviting us here it was a few few months ago I was here able to present and talk a little bit about the engineering and Technology Anderson High School and I am part of that presentation was to tell a little bit about some of our extracurriculars that we do we have a robotics team but we also have this is crazy event called Rube Goldberg machine building and I behind me here are some of the you decided been spending countless hours after school creating this this very unique machine that that someone called the the opposite of efficient engineering the concept of a Rube Goldberg machine for those at that may not be certain what this is all about is it's sort of like a a long series of complicated steps to do something very simple from setting up a little Domino chain and watching One fall after the next after the next Lee students have been working on trying to run locate some artwork that was originally created by an artist a cartoonist named Rubin Goldberg and this is been a very popular event here in Indiana start at Purdue University over 25 years ago and we've been active it this year since I joined the staff which was which was quite a while back and end and we had a good Tradition at at Highland High School when I was there and we continue that here at Anderson High School and at least it was behind me or holding a trophy that we were able to earn a place Victory here at our Indiana Regional events it was it was great to get back doing a live of last year was all virtual we had a video at then it just kind of lost something to be able to go and actually present their creation is something that is is a zit special exciting time to see other schools and I see their creations and then have a judging based on many different factors and that day the judges pick the best team and I was a sand and so we're very happy and excited to be able to represent Anderson the community the high school and I and I'm here to 2 just let these students be recognized because it's such a blessing to be able to work with them and see their creativity grow and their determination at this at this and we do have a video of the machine is not something we can easily bring it 10 ft by 10 ft in the in size overall and it takes quite a bit of time to get it all set up but the but we did take a little video of it so so this is something that we'd like to share with I'm guessing the idea was to turnip so yes every year there's a slightly different task at the end in this year's it was to open a book along the way we also want a special award there that day which was the best use of a robot which typically robots aren't always Incorporated in this but with the skills of our our robot builders that we got on the ward for for the best use there that day as well I'd like to ask if you have any questions or something to be happy to have these guys talk to you guys open that you saw in the machine or their experience who I don't see any reason for us if you don't mind start over he's a senior here and has been working with us for a couple years on the machines he was also here speaking to us at the at the the Project Lead the Way presentation over here at Brookland Danny's back here on a team great aspirations for her work here in upcoming years we all I have Jalen read and and Liam Griffin who Griffith Griffith has been here for all four years he's a he's kind of a 4-year veteran player Letterman if you will at at this revolver machine building and just amazing work that he can put in there at the beginning of those gears that we're turning around from that wheel that came up that that was mostly Liam's kind of started off with his head and he was able to actually push through and get that thing made it's just amazing to watch him and get that accomplished I have a question how many hours would you say it took all together to put that together they're saying about 50 hours but I have to say there could be a little bit more than that when it when it's all said and done with it but the but the end and usually that's a concentrated effort there's also some other students that we're unable to be here today so we had a team of about 8 that that all contributed to this any other questions thank you very much I thank you for your time thank you Doctor y'all that concludes my comments and we'll just continue on with the news I see a group in the back at the Anderson High School basketball team and coaches and staff and I'll cook them forward thank you gentleman we got to meet some of your staff off and on throughout the course of the year and not only creating a great team but find gentleman young gentleman in the work that you do so we appreciate it and the best best team in a long time guys so be proud of yourself yes absolutely yes I just want to let everybody you know we have the best head coach in the state of Indiana here at Anderson High School and if you don't know his name his name is Donnie bowling and we just got a great group of young man and he does a great job mentoring young men and giving them life this is for the rest of your life so thank you for all your support these are a wonderful seniors all 40 singers will go on and get full scholarship to play college basketball next year and it's still great I want to set up my own dish soap Trump age I'm Kendrick Anderson Lathan averhart I'm Tyrone Wells all right what first undefeated in NCC season in how long 15 16 years 25 years these guys were undefeated in the conference thank you and I don't know if you all know at the ncc's a tough conference I played in high school and it's it's tough It's quite an accomplishment for you guys to have gone undefeated in the conference this year graduation let's do did you make it in well if she if she hasn't got a big enough head we're going to we're going to make it a little bit bigger or he'll bullet educator of the Year Susan Dell we actually plan on about a 30 minute speech from you so I've been using that up on getting ready for I read I just want to say thank you if you voted for me whoever you voted for this is been so much fun and so cool to have I don't know love from everybody in Anderson I was completely shocked and humbled I honestly thought when my principal walked in the room the day that all of you came and in the newspaper he came in first and I up teaching thank goodness cuz here they all come in and I said he's going to do like way we working on I would like we're practicing for I working out and all of a sudden thought to myself oh my God what did I do because all Joker all the administrators are coming and I was like oh my God what I do what I do with in the newspaper band walked in and then I was like oh my gosh so it was it almost made me cry my kids were so happy so excited about it and honestly I told my principal that you know I have been observed yet this spring but I can pretty much do anything I want to thank you thank you for all the love thank you for for it's been it's been super fun and really rewarding after 27 years of you know working hard see my parents work and just everything that everybody does it was it's just really nice I'm sure we were really acting Waldo the students that you had throughout the years and saying thank you for your service can I add some more accolades I do as winter sports are wrapping up we did have two wrestlers that both advance to semi-state with Andrew Dietz and Juwan Echoes we want to recognize them and then come to find out last night at the end of the year I'm Anderson swim and dive banquet our girls are recognized with a gold National recognition of having a total team GPA of 3.8 or higher which is among the highest in the nation for a team sport and so we want to make sure we were you're right well that were at the Micon comments to be a cafeteria lunch person and I moved into a lunch monitor so I was wondering what I would be able to get that $3,000 Tom know the hall monitors were are not included the hall monitors launch monitors for the whole year I just came to being a monitor when the spaghetti I don't know your specific circumstances I would have to look at it okay thank you no other sign ups for the we want to comments from the Anderson Federation of teachers President Harrison good evening doctor Hill dr. Crump board members Administration colleagues patrons you know a lot of good things happen in Anderson County Schools we celebrate that tonight I to recall doctor crock 2 years ago this week that a little bit today with my class and we were reminiscing as we're headed into spring break and how a lot of them are excited I have that young lady's daughter in class so you know no pressure here being a teacher having teacher of the years kid my classroom we're talkin about that cuz some of them are going to get to go experience spring break in and truly take a break and blow off some steam and I said yeah it was two years ago this week we as teachers I had planned the last 3 days of this week we had ready to go for e-learning because we didn't think we'd make it this way break and then lo and behold here we sit and I guess it's good to say we're in the endemic phase of the pandemic at least that's what I hear and it looks like we're really getting back to being open for business if people just unite behind us work with us not against us and give us a shot you can see the product that we produce so that's my message the folks out there that have their doubts about what we can do with that pandemic in the rearview mirror getting there give us your kids give us a shout. We're going to prepare them for the future from multiple angles I just got it confirmed I was going to offer up a few debts of gratitude and I hopefully a brief explanation connected to one for those of you in this room that just made it happen that the Peres Food Service workers the 21st century after-school program people got the 3K hazards type in meeting the requirements of course I commend all of you for that that shows that all of our employees even though the antiquing represent most of those employees we mentioned we commend you on that as you know we do recommend and suggest that so thank you at least from my organization we know you've done the right thing and I'm sure that our employees appreciate it and that's there's a few people in this room that I want to thank and maybe not I will use names I think I can get it a huge debt of gratitude to Kelly tomalty dr. Davis Elsie Brown vice president at afd for Elementary Mark Hodson vice president on a secondary vice president Elementary Marissa little I was focused on saying little cuz I still make mistaken and use G I knew her so long so I got Elementary and secondary Market Marissa it with Kelly dr. Davidson Elsie we met a couple weeks ago for our staffing committee work and I wanted to be known publicly from my standpoint that we think it was a very productive civil and collaborative meeting and I believe that if dr. Davidson Elsie Warehouse didn't Kelly I wouldn't have to twist around as we think it and accomplish what he needs to do so thank you for for moving forward and I share that because there are a couple of concerns that have been floating around and either gotten to me from screenshots for me and social media or emails or phone calls but we recognize a a t r a nice in this body did this committee there's a concern to try to expedite the process and short of something that we couldn't control we're behind maybe about a week or two but we're still on target to have all internal people play by April 18th that would start the last round we can go out and start looking for employees that may be graduated from college or from other districts if there's a need for an LLC and I spoke briefly about it potential solution to that hopefully that can play out but but we are from our side cognizant that we need to move forward we need to have some opportunities for our employees to have some choices but at the same time we take a nice need to get people placed as quickly as possible and the reason I wanted to extend the Gratitude and go into a little bit more explanation to is we've had more involuntary than in the last a long time last said ears are so if I recall we've only had a minimal number of involuntary and maybe two pink slips riff notice is in that time frame so since we've got what is it El c2230 involuntary well that we issued a voluntary letter so you're so adjustments and and we haven't done that in a while so there's been a lot of concern a lot of grumbling concerned in the first messages good people those aren't termination pink slip the first pink slip and then of course the concern is that they're looking at potential class sizes for next year and there's been grumblings about that infect other cup meeting scheduled to this week to discuss that on the front end of that committee meeting that I mention it was all the cards were put on the table up front in the statements were to this affect the goals no pink slips we think we've at least this but we are going to project class sizes within the agreed to goals in the employee handbook which are the same goals we've had for a long time so possibly we've had to do some consolid isn't it rightly so we know we need to look at every dollar is important to the district so that was the parameters of the decision that we've made and I like I said I know there's been some concerns about potential class sizes for next year but our side and I know that dr. Davis and Elsie and Kelly will agree that where we're at was based upon what the agreed-upon class size bowls are so I guess I'm going to have meetings on this a couple more times this week I just imagined Caterers are watching Summer in the room so I just wanted to project that that there's nothing Shady or a mess we're not overloading the class sizes and doing detriment to what we think will be a good educational Pro we're going through a process that we have done annually for 30 plus years this year was just an anomaly because we've come into these 20 some changes so thank you gentleman and Kelly and again thank you to Market Marissa for and appreciate everything and everybody have a great rest well and enjoyable spring break getting out and about and back to some sense of normalcy hopefully this year thank you thank you move on there's no topics listed for discussion so we'll move on to reports. Could I get Dr Concord like to direct the board's attention Business Report there you will find the recommendation for the approval of claims they are numbered 86393 through 86710 and 1455 to 1488 and I might note that this is a required by law for the board to approve any payments that the corporation makes and these are claims for the payment of Bills payroll and other related costs to operate Corporation thank you for that and the account resolution are 2020 2-0 8 bored you received the packet in your in your mailing 4 and had time for review emotion would be in order move to Provo Corrections questions at this time it ain't none once again since we have a couple people for 12 I will call and vote but Shaylee Rocco I miss Earhart hi a bib that we talked for the Highland middle school gymnasium air conditioning we've been want to hear condition at building for ordinal 50 years or so and I we finally got around to doing that we could put it out for bid and there was one bitter and that bitter was of LeMans event of Anderson a highly respected local vendor and their bid amount for the base bid was $558,850 and they also bid on alternate number one which was $30,852 for a total bed a $589,702 which is below the budgeted amount and the estimate from our engineer and so with that being stated I would wreck and the approval that bid to be in order to accept the bid is presented you're a nun by roll call vote for me no problem I I think it was brown thank you thank you on your agenda it's got mr. Rubright 2% of retirement Emily mr. brightest a so I'll be doing that back in the fall when we ratified the contract Service items were in there one was an early retirement by out if we reach the 27 retirees covid related and and and timing and others will I had 21 requirements we believe that it's efficacious and desirable to accept those 21 retirements and you'll see those 21 apartments on tonight's HR but before we can accept those 21 retirements we have to agree with the AFT to lower the acceptable retiring number for 2721 which is what you have you were sending today's board mailing I will read the the one section of this and then I would I would I would hope that you would concur and and that and that you would approve this has been checked with the AFT in the eighties attorney and this has been approved by both of their legal staff and H on a non president setting basis the requirements for the irrevocable notice a retirement a qualifying teachers to the qualifying date is modified from 27 to 21 teachers thereby allowing the early retirement buyouts I've been to be implemented before the end of the 2122 school year so this if you approve this this sets the amount of required retirement from 27 to 21 for this year only so I would request that you that there's a motion to approve this and it to occur again this language is non press setting and introduces the mail from 27 to 21 so where she would be in order where's has been made s questions dr. Hill members of or do I just I have some, just to provide some context and Clarity to the public and why we were we might be entering into this memorandum of agreement obviously we agreed at the table to the amounts that were mentioned by doctor  and really the purpose of that was as a cost savings to the district long term because obviously we want to provide a benefit to our staff provide raises right increases salary but we also had to be cognizant of the fact of the financial condition of the district we consulted with a third-party subject matter expert to help us through that process this is actually believe it was a something that was their record mission to help provide something that was beneficial to both sides of the table and that is basically allowing for a meal retirements as a way to lower our staff I'm in use those Savings in a in the higher pay grades from someone who's been here for twenty or thirty years with someone who is less experienced it would not be paid as much take that money apply it to pay raises for the remaining staff so that is basically the tools was used to allow us to provide benefit to 7 version and raises personal comments on this I'll be honest with you I had some questions about this memorandum of understanding on because the number that we need to really have a break-even point with our additional expenses not just for higher raises and also for the increase in health healthcare costs that we have which I believe is brown would have to crack me but I think it's upwards of three million dollars of extra expenses at we're having to incur as a district I think the initial number that we really needed to break even was 40 this year and forty next year and I know I was not the only person that came up with that amount to was concerning that we didn't meet the 27 that was in the contract I do understand reasons why we didn't now and thinking about it and having some discussions with some other individuals I think there's key points here one this is not president setting and the words neck it will have to meet the 27 in order for this clause in the agreement to to be met unless additional mou is set this is also my expense neutrons in fact you know Nana I did ask mr.
